Application Process
To enable our development vision Truman Homes has submitted a Land Use Redesignation Application with the City of Calgary. The site is currently designated (aka “zoned”) as a Mixed Use District that supports commercial and residential developments up to 23m (±6 storeys) in building height, and limits the total buildable floor area to three times the total site area (known as the Floor Area Ratio).
Truman Homes is proposing a Direct Control District which would include rules that are specifically crafted for this site. The proposed District (aka “zone”) would support commercial and residential developments up to 62m (±19 storeys) in building height, and would limit the total buildable floor area to 6.5 times that of the site area.

Land Use Application
We’re proposing a new Land Use District for the Marc & Mada site to enable our Development Vision. Our proposed Land Use District will support new businesses along the Main Street frontages and new residential units – resulting in a healthy mix of people and jobs to energize the Marda Loop Main Street eco-system.
Our proposal seeks to change the Marc & Mada site’s Land Use District (also known as zoning) from the Mixed-Use Active Frontage District to a Direct Control District. The site’s current District supports mixed-use development (a mix of residential and commercial uses) up to 6 storeys in height. Our proposed Direct Control District approach allows for the City of Calgary to include site-specific rules around building height, massing, types of businesses, and public amenity space to provide greater assurance around the ultimate built-form outcome.
Concurrent Development Permit
To provide additional certainty to community members, our Land Use Application is being submitted and reviewed concurrently with a Development Permit illustrating the detailed architectural design for this site. This approach ensures a high-quality bricks-and-mortar outcome that matches the development vision being shown to community members through our ongoing outreach process.
Area Redevelopment Plan Amendment
The Marc & Mada site is located within the Marda Loop Area Redevelopment Plan, (ARP). The ARP document is currently being re-evaluated through a fulsome Local Area Planning exercise being undertaken by the City of Calgary for the community and surrounding area. We are proposing an amendment to the current ARP document and future Local Area Plan document to designate this block as a “Comprehensive Planning Site”. This amendment would require a comprehensive plan for the full block be shared with decisions makers in order to support the Marc & Mada development vision and encourage cohesive development outcomes on adjacent properties in the future.
Density Bouncing
The Marc & Mada Land Use District (often referred to as a “zone”) currently has a Floor Area Ratio (FAR) of 3.0 – which means that any development on this site can have a cumulative floor area that is up to three times larger than the property’s area. We are proposing an increase to the allowable FAR from 3.0 to ±6.3 inorder to support the Marc & Mada development vision. This increase is would be enabled by a policy mechanism called Density Bonusing,
Density bonusing encourages the development of building features that having an enduring benefit to the broader community in exchange for additional floor area within a building. Density bonusing is calculated based on established City of Calgary metrics which consider components such as environmental sustainability, the provision of affordable housing units and three bedroom units (which are under-represented in Calgary’s market), and investment in publicly accessible open space and public art.

Outreach Approach
Trusted, clear, and effective outreach and communication channels are essential to ensuring that all voices are heard.
Our outreach approach applies a range of different communication methods and materials to reach a broad audience and facilitate an honest and transparent discussion about the Marc & Mada proposal. Community members may learn about the proposal from one of many notification methods, including mailers, on-site signage, community newsletters, and e-news updates. Participants will have a choice in how they engage and learn more about the proposal throughout our outreach process. Communication channels include in-person conversations with our team at the Marc & Mada storefront, joining a digital information session, and contacting our team over the phone, by email, or through our project website feedback form.

Since no single design solution can satisfy all outreach participants completely, the project team cannot integrate everything suggested by our neighbours and the community. Our promise, however, is that we are transparent about how we reach our conclusions, and make the following commitments to all who participate in our outreach process:

The public open house is not the ‘be-all and end-all’ of outreach. Communities have come to expect that a wide range communication channels and engagement options are available to accomodate a full spectrum of communication and engagement preferences.
